Introduction
China’s revised mandatory national standard GB 5725-2025, Fall protection—Safety nets, is now in force. The official national-standard record shows that it was published on August 29, 2025, took effect on September 1, 2026, and fully replaced GB 5725-2009. For overseas buyers sourcing safety nets from Chinese manufacturers, that change is a practical reason to reopen supplier files rather than assume an old test report or familiar product specification is still sufficient.
The buyer issue is not simply whether a supplier says “GB compliant.” Safety nets are protective products whose performance depends on the exact construction, materials, dimensions, manufacturing controls and marking of the supplied model. A useful sourcing review therefore connects the ordered product to current evidence and then checks that mass production remains consistent with the verified configuration.
What changed and why buyers should care
SAMR’s September 2026 implementation summary describes GB 5725-2025 as a mandatory national standard covering safety-net classification, protection levels and marking, together with structural design, static strength, impact resistance, penetration resistance, flame resistance, corrosion resistance, product marking and information the manufacturer must provide.
The official standards platform confirms that GB 5725-2025 is current and fully replaces GB 5725-2009. That replacement matters commercially. A supplier may still have historical reports, specifications, catalogues or internal procedures based on the 2009 edition. Those documents are not automatically useless, but buyers should not treat them as current evidence without checking what standard edition was used, which model was tested and whether the current product configuration remains covered.
For export orders, another distinction is essential: compliance with a Chinese mandatory standard does not automatically establish compliance with the destination market’s occupational-safety, PPE, construction or product requirements. China-side evidence and destination-market evidence should be mapped separately.
1. Fix the exact product identity before reviewing evidence
Start with the ordered safety net, not the supplier’s general catalogue. Record the model or product code, net type, intended application, dimensions, mesh characteristics, material specification, edge or border construction, attachment features, color if relevant to specification, and any other configuration variable that can affect performance.
Ask the supplier to identify which GB 5725-2025 classification and protection level applies to the exact product. The objective is to prevent a common evidence mismatch: a test report for one construction being used to support a quotation or shipment for another.
If the supplier offers several safety-net families, create a simple model-to-evidence matrix. Each ordered model should point to the relevant specification, test evidence, marking format and production site. Unmapped models should remain pending rather than being treated as compliant by association.
2. Check the standard edition on every important document
Review quotations, technical datasheets, test reports, declarations, labels, packaging artwork and supplier quality documents for the referenced standard edition. Where GB 5725-2009 still appears, ask whether the document has been updated and what evidence supports conformity to GB 5725-2025.
Do not solve the issue by merely changing “2009” to “2025” on paperwork. A standard revision can change technical requirements, classifications, test expectations or information requirements. The supplier should be able to explain what was reviewed or retested and why the evidence applies to the current model.
For third-party reports, record the report number, issuing laboratory, issue date, tested model, sample description, referenced standard and result. If the report is only a partial test, identify what it covers and what remains unsupported.
3. Match performance evidence to the current production configuration
SAMR highlights static strength, impact resistance, penetration resistance, flame resistance and corrosion resistance among the standard’s technical areas. Buyers should therefore ask suppliers to map the relevant performance evidence to the exact offered net rather than provide a generic bundle of laboratory documents.
A practical review asks: Was the tested sample made from the same material system as current production? Are mesh, cord or web construction and dimensions consistent? Are edge and attachment features the same? Were any raw-material sources, formulations, coatings or production processes changed after testing?
Where performance depends on several components, the supplier should maintain a controlled bill of materials or equivalent product specification. A passed test on an earlier configuration should not silently follow a product after a material or structural change.
4. Verify raw-material and process control
Safety performance is created in production, not in the PDF test report. Ask how the factory controls incoming fibers, yarns, ropes, webbing, coatings, hardware or other relevant inputs. Critical specifications should be defined, checked and traceable to production batches at a level proportionate to risk.
Review how the factory controls weaving, knotting, stitching, joining, finishing, edge construction and other applicable processes. The exact process depends on the product, so avoid a generic audit that checks only housekeeping and certificates.
Useful evidence can include incoming inspection records, production work instructions, in-process inspection sheets, equipment-control records, finished-product inspection records and nonconformance handling. Sampling a completed production batch and tracing it backward is often more informative than asking whether a quality system exists.
5. Treat marking and manufacturer information as controlled product features
SAMR specifically notes marking and information that the manufacturer must provide. Buyers should therefore include labels, product markings, instructions and packaging information in the approved product baseline rather than leaving them until shipment.
Check that the manufacturer identity, product/model information, applicable standard references and other required information are consistent across the product, supplier documents and purchase specification. Do not assume a laboratory report automatically validates artwork or instructions.
For private-label orders, clarify which information may carry the buyer’s brand and which information must accurately identify the responsible manufacturer or product. Destination-market labeling requirements should then be checked separately.
6. Control substitutions and production changes
One of the largest sourcing risks appears after approval. A supplier may change yarn source, material grade, coating, dimensions, mesh construction, edge treatment, stitching, hardware or subcontracted processes to address cost or availability without recognizing that the change can affect tested performance.
Define change-notification rules in the purchase specification or quality agreement. Changes to critical materials, dimensions, structure, production site, subcontractors or processes should require written notification and buyer review before implementation.
The buyer does not need to approve every minor factory adjustment. The goal is to identify changes that could invalidate evidence or alter safety performance and make sure those changes are not introduced silently.
7. Verify production consistency before shipment
Pre-shipment inspection should not be reduced to counting cartons. For safety nets, the inspection plan should compare production against the approved product baseline and verify measurable or observable characteristics that can be checked without pretending a field inspection replaces laboratory testing.
Depending on the product and order, checks may include model identity, dimensions, construction, mesh characteristics, visible workmanship, edge and attachment configuration, labels, packaging and traceability information. Review the supplier’s batch-level inspection records and confirm that required laboratory or periodic verification evidence remains current and applicable.
If a critical performance property cannot be verified visually, say so. The correct response is to link the shipment to appropriate test evidence or arrange testing—not to convert a visual inspection into a false compliance conclusion.
8. Check the production site behind the evidence
Confirm where the goods are actually manufactured. The contracting company, exporter, marketplace account and production factory may not be the same legal entity.
Ask whether the test evidence applies to goods made at the proposed site and whether critical production is subcontracted. If manufacturing moves to another factory, the buyer should assess whether the existing evidence and quality controls remain applicable.
For higher-risk or larger orders, a factory audit can focus on the specific processes that create safety performance, the factory’s control of materials and changes, and the traceability between incoming material, production and finished batches.
9. Separate China compliance from destination-market requirements
GB 5725-2025 is a Chinese mandatory product standard. An overseas buyer should not assume that meeting it permits sale or use in another country.
Before ordering, identify the destination and intended use. Determine which occupational-safety, PPE, construction, product-certification, labeling, importer or user requirements apply there. Then create a compliance matrix showing which evidence addresses China requirements and which evidence addresses the destination market.
Where the same laboratory report is intended to support more than one regime, verify that the test methods, accreditation or recognition, product scope and report content are acceptable for each purpose.
10. Build an evidence file that survives repeat orders
A strong supplier file should allow another team member to understand why the product was approved. Keep the approved specification, model/evidence matrix, current reports, supplier declarations where appropriate, label and instruction approvals, production-site identity, change history, inspection records and unresolved actions together.
Add dates and status labels. Mark evidence as verified, supplier-provided but not independently verified, pending, inconsistent or not applicable. This prevents an old report from remaining in the file indefinitely and being mistaken for current approval.
For repeat orders, review what changed since the previous production run. New materials, suppliers, subcontractors, equipment, factory locations or specifications can create a need for renewed verification even when the product name is unchanged.
Practical buyer checklist
Before approving a safety-net supplier or shipment, confirm that:
- The exact ordered model and intended application are defined.
- The supplier has identified the applicable GB 5725-2025 classification/protection level.
- Current documents reference the correct standard edition where applicable.
- Test evidence identifies the tested model, sample and issuing laboratory.
- Performance evidence is mapped to the current production configuration.
- Critical raw materials and production processes are controlled.
- Product marking and manufacturer information are part of the approved baseline.
- Critical substitutions and changes require notification and review.
- The actual production site and relevant subcontracting are known.
- Pre-shipment checks compare goods against the approved configuration.
- Batch or production records provide appropriate traceability.
- China compliance and destination-market requirements are evaluated separately.
- Open evidence gaps are recorded rather than converted into assumptions.
