Introduction
Two mandatory Chinese national standards for household and similar electrical appliances became effective on September 1, 2026: GB 44498-2024, Household and similar electrical appliances—Health technical specification, and GB 44499-2024, Household and similar electrical appliances—Energy saving and environment protection specification. Both were published on August 23, 2024, giving manufacturers and supply chains a two-year transition before implementation.
For overseas buyers sourcing appliances from China, the important point is not simply that two new standard numbers are now current. The practical question is whether the exact model being quoted, sampled and produced has been evaluated against the requirements that apply to it—and whether changes in components, materials, firmware, structure or production conditions could invalidate the evidence a supplier provides.
SAMR’s September 1 implementation summary says GB 44498-2024 covers health-related requirements including ultraviolet leakage, noise, electromagnetic fields, ozone leakage, total volatile organic compounds, health-protection functions, markings and instructions. The companion GB 44499-2024 sets energy-saving and environmental requirements across product design and use as well as production, installation, recycling and reuse stages.
These are China standards. A buyer exporting appliances from China should not assume that compliance with them automatically satisfies the destination market’s electrical-safety, EMC, energy-efficiency, chemical, plug, labeling, radio, recycling or conformity-assessment requirements. The buyer’s job is to connect the China-side evidence to the exact product while maintaining a separate destination-market compliance file.
What changed on September 1, 2026
The most important operational change is that the transition period has ended. The national standards system now lists both GB 44498-2024 and GB 44499-2024 as current mandatory standards with an implementation date of September 1, 2026.
GB 44498-2024 creates a health-focused baseline for household and similar appliances. According to SAMR’s implementation summary, the standard addresses indicators such as ultraviolet leakage, noise, electromagnetic fields, ozone leakage and total volatile organic compound concentration. It also includes requirements around health-protection functions, markings and instructions.
GB 44499-2024 addresses energy saving and environmental protection. SAMR describes the standard as covering overall energy-saving and environmental principles as well as requirements across production, installation, product use, recycling and reuse. This broader lifecycle framing means a buyer should not reduce the topic to a single energy-consumption number on a specification sheet.
The two standards also should not be treated as interchangeable. A model may have evidence relevant to one standard while documentation for the other is incomplete. Buyer verification therefore needs to identify both standards separately, establish whether the model falls within their scope and match the supporting records to the exact configuration ordered.
Why overseas buyers should care
A sourcing problem often begins when compliance evidence is treated as a generic supplier asset rather than model-specific evidence. A factory may send a test report for a similar appliance, a previous-generation model, a different voltage version or a configuration using different key components. The document may be genuine but still fail to support the exact order.
The new standards provide a useful trigger to re-open the technical file for household-appliance suppliers. This is especially important where a buyer has sourced the same model for years and assumes that an old report remains sufficient. A two-year standards transition may have required redesign, new testing, updated markings or instructions, changes in materials, or new controls in production.
The buyer should therefore distinguish three questions. First, which China standards apply to the exact appliance and configuration? Second, what evidence shows that the model as manufactured now meets those requirements? Third, what additional requirements apply in the market where the product will actually be sold or used?
1. Fix the exact product identity before reviewing compliance evidence
Start with a product identity sheet rather than a folder of certificates. Record the manufacturer, factory location, brand if applicable, model number, product type, rated voltage and frequency, power rating, major variants and any relevant firmware or control-system version.
For private-label products, also record the relationship between the buyer’s model number and the manufacturer’s internal model number. A supplier may use one technical platform for several brands. If the test report names a factory model that differs from the purchase order, obtain a written mapping explaining why the evidence covers the ordered version.
Variants matter. Differences in heaters, motors, fans, power supplies, UV modules, filters, coatings, adhesives, plastics, sensors, electronic controls or enclosures can affect health, energy or environmental performance. Do not accept “same series” as sufficient explanation without understanding which changes are technically relevant.
A useful verification step is to ask the supplier to prepare a configuration table linking every ordered SKU to the test evidence, bill of materials and critical components used in mass production.
2. Check whether GB 44498-2024 applies to the model
The official standard record identifies GB 44498-2024 as a mandatory national standard for household and similar electrical appliances. Before requesting a generic declaration, ask the supplier to confirm applicability to the exact product and explain the basis for that conclusion.
Where the standard applies, focus on the health-related characteristics relevant to the appliance. SAMR’s implementation summary identifies ultraviolet leakage, noise, electromagnetic fields, ozone leakage and total volatile organic compound concentration among the covered indicators. Not every indicator will necessarily present the same risk for every appliance type, so the evidence should be product-specific.
For example, an appliance using a UV function deserves particular attention to the exact UV source, shielding, enclosure, interlocks and operating mode reflected in the evidence. An appliance involving air treatment or ozone-generating technology may require evidence tied to the actual generator, airflow and operating settings. Products containing motors, switching power electronics or wireless/control electronics may require careful review of electromagnetic-field-related evidence where applicable.
The objective is not to create unsupported test requirements from a summary page. The objective is to ensure the supplier has used the current standard, has identified the applicable requirements and can connect test results to the exact production model.
3. Verify health-related test evidence against production reality
Ask for the current report or other conformity evidence the supplier relies on for GB 44498-2024. Then compare its identifying information with the current order.
Check the report date, standard edition, applicant/manufacturer, production site, model designation, rated parameters, samples tested and any listed key components. If a report predates the final production configuration or the standard’s transition work, ask what changed afterward and whether supplementary evaluation was performed.
Request evidence that the tested sample represents mass production. This can include approved BOMs, critical-component lists, controlled drawings, photographs, sample records and internal change-control documentation. If the report covers multiple models, identify exactly how the ordered model is included rather than assuming a family listing applies automatically.
Where a buyer’s specification imposes tighter limits than the China standard—for example a contractual acoustic limit—keep that requirement separate. Regulatory compliance and buyer performance requirements can overlap, but one should not silently replace the other.
4. Review markings and instructions as controlled production outputs
SAMR’s summary of GB 44498-2024 explicitly mentions markings and instructions. Buyers should therefore include labels, rating plates, warning language and user instructions in the approved-product baseline rather than leaving them to the final packing stage.
Confirm that artwork and manuals correspond to the exact model and functions. If the appliance has a health-protection feature, UV function, cleaning procedure, replacement interval or operating restriction that affects safe use, make sure the supplier has controlled the relevant information consistently across the sample, manual, packaging and mass production.
For export products, the China-side marking or instruction requirement does not automatically answer destination-market language and labeling obligations. Maintain a country-specific artwork approval process so a factory does not accidentally substitute a China-market manual or omit required local information.
5. Treat GB 44499-2024 as more than an energy-rating question
The companion standard is titled Household and similar electrical appliances—Energy saving and environment protection specification. SAMR’s implementation notice describes requirements across production, installation, product use, recycling and reuse as well as requirements for the product itself.
This means buyers should avoid reducing compliance to a single energy figure. Ask the supplier what parts of the standard apply to the model and what evidence supports those aspects. Depending on the product and supply arrangement, the relevant file may include product performance evidence, manufacturing controls, material or design information, installation instructions and end-of-life or recycling-related information.
Where the supplier claims that a product is “energy-saving,” “eco-friendly” or compliant with GB 44499-2024, ask for the basis of the claim. Marketing language should be traceable to technical evidence rather than inferred from a new component or a general factory sustainability statement.
For products subject to separate energy-efficiency grades or labels under other Chinese regulations, do not assume GB 44499-2024 replaces those product-specific requirements. Ask the supplier to identify the complete applicable standards and regulatory set.
6. Review component and material changes after testing
One of the highest-risk moments in appliance sourcing is a silent component substitution after qualification. A supplier may change a motor, fan, heater, insulation material, electronic control board, power supply, filter medium, coating, adhesive, UV module or plastic resin because of cost, availability or lead time.
A substitution can affect noise, electromagnetic characteristics, ozone or VOC performance, energy consumption, thermal behavior or other tested characteristics even when the product looks identical externally.
Define a controlled list of critical components and materials. Require the supplier to notify the buyer before changes and to explain whether the change requires re-evaluation against GB 44498-2024, GB 44499-2024 or any other applicable standard.
For repeat orders, do not rely only on the original golden sample. Compare the current BOM and critical-component list with the approved baseline. A pre-shipment inspection can check visible identity, but some changes require document review, factory verification or laboratory testing rather than visual inspection alone.
7. Confirm the production site and manufacturing controls
Test evidence is strongest when it is connected to a controlled production system. Ask whether the product is being manufactured at the same site and under the same production arrangement reflected in the supplier’s compliance file.
If production has moved, been subcontracted or expanded to another factory, ask whether the evidence and conformity arrangement remain valid. Identify which entity controls incoming materials, assembly, final testing, product release and corrective action.
Review relevant process controls that help maintain health and energy/environment performance. Examples may include control of component specifications, verification of incoming materials, functional tests, electrical tests, firmware loading, calibration of measurement equipment and final-product checks.
The exact controls should be proportionate to the product. The buyer does not need a generic audit checklist disconnected from the appliance. Focus on the processes and characteristics that could change the performance supported by the compliance evidence.
8. Build a model-specific evidence matrix
A simple matrix can prevent document confusion. Use one row for each ordered model and columns for the applicable standard, report or evidence number, report date, tested configuration, factory, critical-component baseline, current status and unresolved gaps.
For GB 44498-2024 and GB 44499-2024, record them separately. If the model is outside scope, record the supplier’s stated basis and supporting technical information rather than leaving the cell blank.
Add separate columns for other China requirements that may apply, such as electrical safety, EMC, energy-efficiency labeling, radio or other product-specific rules. Then maintain another section for destination-market requirements.
This approach makes gaps visible. A supplier may have excellent electrical-safety documentation but no updated health-standard evidence, or may have a China compliance package that does not cover the buyer’s target market.
9. Recheck warehouse and old-stock assumptions
Because the standards became effective on September 1, 2026 after a transition period, buyers should ask suppliers how pre-transition inventory, finished goods, components and packaging are being managed.
Do not assume that a manufacturing date before September 1 automatically resolves every compliance issue, nor assume that every unit in a warehouse must be handled identically. The applicable treatment may depend on the legal requirement, production and sale timing, product category and other implementation rules.
For material orders, ask the supplier to identify production dates and inventory status, explain its transition plan and flag any mixed inventory. If the answer has commercial or regulatory significance, obtain product-specific advice rather than relying on an informal sales explanation.
10. Keep destination-market compliance separate
A China-based supplier may correctly meet GB 44498-2024 and GB 44499-2024 while the product is still unsuitable for sale in the buyer’s destination market.
For an export order, verify the destination country’s electrical-safety and conformity rules, EMC requirements, energy-efficiency requirements, restricted substances, chemicals/material rules, radio requirements for connected products, recycling obligations, plug and voltage requirements, labels, language, importer responsibilities and any registration or market-surveillance obligations.
Do not ask the supplier simply, “Is this product compliant for Europe?” or “Is this okay for the U.S.?” Build a destination-market requirements list and match evidence to each requirement.
Where one report uses an IEC-based method that may be relevant elsewhere, confirm whether the destination authority or certification scheme actually accepts that evidence. Technical similarity between standards does not automatically mean legal equivalence.
11. Use pre-shipment verification for consistency—not as a substitute for testing
Inspection remains useful after the documentation is reviewed. A pre-shipment inspection can verify model numbers, rating labels, packaging, manuals, visible components, critical dimensions, functions and selected production records.
However, an inspector cannot visually confirm every health, energy or environmental characteristic. Measurements such as electromagnetic fields, ozone, TVOC, UV leakage or detailed energy performance may require controlled laboratory conditions and suitable equipment.
Use inspection to confirm production consistency with the approved configuration and to detect substitutions or documentation mismatches. Use appropriate testing when the characteristic itself must be measured.
If a supplier changes a critical component shortly before shipment, do not treat a visual inspection as evidence that the previous laboratory report still covers the new configuration.
12. Add standards-version control to purchasing documents
RFQs, specifications, quality agreements and purchase orders should identify the current standard edition where it is relevant to the order. Avoid vague wording such as “meet all China standards” if the buyer actually needs documented compliance with specific requirements.
For current China-side production, references should use GB 44498-2024 and GB 44499-2024 where applicable. If a supplier’s quotation, report index or internal specification uses an older or draft reference, ask why and whether the file has been updated.
Add a change-notification clause requiring the supplier to notify the buyer of changes that may affect regulatory or contractual compliance. Define who is responsible for evaluating the change, obtaining new evidence and approving production.
A practical buyer verification checklist
Before approving a household-appliance supplier or repeat order after September 1, 2026, buyers can verify the following:
- The exact legal manufacturer, production site, model number and ordered configuration are identified.
- The supplier has confirmed whether GB 44498-2024 and GB 44499-2024 apply to the exact model.
- Current evidence references the correct standard edition and model/configuration.
- The tested sample can be linked to the current BOM and critical-component baseline.
- Health-related evidence is reviewed for the characteristics relevant to the appliance rather than accepted generically.
- UV, noise, electromagnetic-field, ozone or TVOC evidence is matched to the product where applicable.
- Markings, instructions and user information are controlled and correspond to the approved model.
- Energy-saving/environmental evidence is reviewed beyond a single marketing claim or headline efficiency value.
- Separate product-specific China requirements are identified where applicable.
- Critical component and material substitutions require documented review before implementation.
- The current production site and manufacturing arrangement match the compliance file.
- Quality records show that critical characteristics and components are controlled in production.
- A model-specific evidence matrix identifies missing, expired, mismatched or pending documents.
- Transition inventory and old-stock handling have been reviewed where commercially relevant.
- Destination-market requirements are maintained separately from China standards.
- Pre-shipment inspection checks consistency with the approved product baseline but is not used as a substitute for required laboratory testing.
- RFQs, specifications and purchase orders use controlled standard versions and change-notification requirements.
What buyers should not infer from the new standards
First, the existence of a test report does not automatically prove that every production unit matches the tested sample. Production consistency still needs to be controlled.
Second, the fact that both standards are mandatory in China does not mean they replace all other appliance standards. Electrical safety, EMC, energy labeling and product-specific requirements may continue to apply separately.
Third, a supplier statement that it has “updated to the new standards” is not enough. Buyers should request evidence and match it to the ordered model.
Fourth, China compliance does not automatically authorize sale in another country. Export-market obligations must be checked independently.
Finally, this article should not be used to infer clause-level requirements that are not visible in the official public summaries reviewed here. Product-specific decisions should use the full current standards and qualified technical or regulatory support where necessary.
Limitations and uncertainty

The standards also operate within China’s regulatory framework. Overseas buyers remain responsible for establishing which laws and standards apply in the destination market and for defining contractual requirements that go beyond regulatory minimums.

The September 1, 2026 implementation of GB 44498-2024 and GB 44499-2024 gives appliance buyers a clear reason to refresh supplier compliance files. The useful response is not to collect two new PDFs and consider the job finished. It is to verify the exact product, current standard edition, tested configuration, production site, critical components, markings and instructions, change controls and evidence that connects laboratory results to mass production.
The strongest sourcing file will keep health requirements, energy/environment requirements, other China product rules and destination-market compliance visible as separate but coordinated workstreams. That structure reduces the risk of relying on a valid document for the wrong model, missing a post-test component substitution or assuming that China-side compliance alone clears an appliance for export.
For buyers, the practical standard is simple: every important compliance claim should be traceable to the exact product actually being ordered.
