Online marketplaces, exhibition listings, platform badges, sales rankings and customer reviews can help buyers find manufacturers, yet none of those signals answers the core sourcing questions: Is this the correct legal and production entity? Can the factory consistently make the required product? Are quality controls working in practice? Can the supplier trace materials, manage changes and support repeat orders?
China’s updated national standard GB/T 30698-2026, Evaluation criteria for electronic commerce supplier—High quality manufacturer, provides a useful new reference point for structuring those questions. The official national-standard record shows that the standard was published on April 30, 2026, took effect on August 1, 2026 and is currently in force. The official standards search also classifies it as a recommended national standard and shows that it replaces the 2014 edition.
For overseas buyers, the value is not that the standard creates a new mandatory certificate. It does not. The practical value is that an updated national supplier-evaluation framework can help procurement teams move beyond marketplace reputation and build a more disciplined, evidence-based manufacturer review.
What the standard’s status means for buyers
The prefix GB/T matters. In China’s standards system, GB/T identifies a recommended national standard rather than a mandatory GB requirement. Buyers should therefore avoid statements such as “the factory must be certified to GB/T 30698-2026” unless a separate contract, platform rule, tender condition or customer requirement creates that obligation.
The official record also shows that GB/T 30698-2026 fully replaces GB/T 30698-2014. That matters because supplier questionnaires, platform references, internal audit templates or third-party assessments may still cite the older edition. If a supplier presents an evaluation based on the 2014 edition, ask whether its assessment method, documentation or claim has been updated to the current standard.
Because the public standards metadata does not expose every detailed clause and scoring method, buyers should not pretend that a generic due-diligence checklist reproduces the standard line by line. A better approach is to use the standard’s supplier-evaluation purpose as a reference framework and then verify the specific operational evidence relevant to the order.
Why overseas buyers should care
Many sourcing failures happen because the buyer verifies the wrong thing. A supplier may have excellent platform ratings but weak process control. A factory may have impressive machinery but outsource the critical process. A trading company may communicate well but not control the production site. A manufacturer may pass a first order and then change materials, components or subcontractors without adequate notification.
A structured supplier-evaluation framework helps separate these dimensions. It encourages buyers to ask not only whether a supplier looks credible, but also what evidence supports the claim and whether that evidence applies to the exact product, factory and order under consideration.
The result should not be bureaucracy for its own sake. The objective is better sourcing decisions: fewer identity mistakes, more realistic capacity judgments, clearer quality expectations, stronger repeat-order control and better documentation when problems occur.
1. Separate marketplace performance from manufacturing capability
A high sales volume, long platform history or large number of positive reviews can be useful commercial signals. They are not substitutes for factory capability evidence.
Start by separating three questions. First, can the company attract and serve online customers? Second, can the production enterprise manufacture the required product consistently? Third, can it meet the buyer’s specific technical, quality, delivery and compliance requirements?
For a low-risk commodity item, strong marketplace history may justify moving a supplier into the next screening stage. For a custom product, safety-relevant item, regulated product or high-value order, platform reputation should carry much less weight than engineering, production and quality evidence.
Ask the supplier to explain which parts of its marketplace profile reflect actual manufacturing performance. If a badge or ranking is cited as evidence of quality, request the underlying criteria and date. If the badge belongs to a sales account rather than the production entity, do not treat it as proof of factory capability.
2. Verify the legal entity and the real production entity
Supplier evaluation starts with identity. The company receiving payment, the company signing the contract, the marketplace account holder, the manufacturer shown on a certificate and the factory operating the production line may be different entities.
Map those relationships before placing a significant order. Confirm the registered company name, unified social credit code where applicable, registered address, business scope and legal representative or responsible corporate identity information through official or reliable records. Then identify the actual production enterprise and factory location.
Ask the supplier whether it manufactures directly, uses affiliated factories, outsources production or operates mainly as a trading company. Trading companies are not automatically unsuitable, but the buyer should know where production responsibility sits and who controls quality decisions.
For critical orders, make the entity map part of the sourcing file. Record who quotes, who contracts, who receives payment, who manufactures, who owns relevant tooling or intellectual property, and who is responsible for corrective action if production fails.
3. Verify production capability against the actual order
Factory capability is order-specific. A manufacturer may be competent in one product family and unqualified for another. A large factory may still lack the tooling, process window, engineering knowledge or test equipment needed for a buyer’s specification.
Request evidence that connects the factory to the proposed product. Useful evidence can include current production photographs or video, equipment lists, process-flow diagrams, sample records, similar-product references, tooling information, capacity plans and engineering explanations.
Do not evaluate capacity using only an annual sales figure or a headline such as “50,000 units per month.” Ask what capacity is available for the exact process, what shifts are assumed, which equipment is shared with other customers, what the normal utilization level is and what constraint would limit output first.
For seasonal or launch-critical orders, compare stated capacity with lead time and current workload. A supplier that promises a very short lead time while claiming full utilization elsewhere may be relying on overtime, subcontracting or optimistic assumptions that deserve further verification.
4. Review quality-management evidence, not only certificates
A quality-management-system certificate can be useful background evidence, but it does not prove that the factory controls the buyer’s product effectively. Buyers should look for operating records that show the system is being used.
Ask how incoming materials are approved and inspected, how work instructions are controlled, what in-process checks are performed, what final inspection or testing is required, how measuring equipment is calibrated, how nonconforming goods are handled and how corrective actions are closed.
Sample records are especially useful because they reveal how the system works in practice. A completed incoming inspection report, production check sheet, functional test record, calibration log, nonconformance report or corrective-action record often provides more insight than a policy manual.
For repeat orders, ask whether the quality plan has changed since the previous production run. New equipment, new operators, new component sources or a changed production site can alter risk even when the product specification appears unchanged.
5. Evaluate supplier and subcontractor control
Many manufacturers depend on outside processors and component suppliers. That is normal. The due-diligence question is whether the manufacturer understands, approves and controls those external sources.
Ask which critical components or processes are outsourced. Examples may include PCB assembly, molding, plating, heat treatment, painting, cable production, battery supply, machining or specialized testing. Then ask how external suppliers are selected, monitored and re-evaluated.
For quality-critical inputs, request evidence of approved supplier lists, incoming controls, material specifications, supplier corrective actions or traceability records where proportionate to the risk.
A common sourcing problem occurs when a factory quietly changes a subcontractor after the sample stage or after a successful first order. Build notification requirements into the purchase agreement so that changes affecting product quality, safety, appearance, performance or compliance require buyer review before production.
6. Check traceability and records
Good supplier evaluation should answer a practical question: if a defect appears three months after delivery, can the supplier trace what happened?
Ask how the factory identifies batches, production dates, component lots, inspection results and operators or production lines where relevant. The appropriate level of traceability depends on product risk. A simple promotional item may need only basic batch identification, while electrical, automotive, medical-adjacent or safety-relevant products may require much stronger traceability.
Test the system with a real example. Select a recent finished-product batch and ask the supplier to show how it connects to production records and important incoming materials. This is more informative than asking, “Do you have traceability?” and receiving a yes.
Record retention also matters. Buyers should know how long critical inspection, test and material records are retained, particularly when warranty periods, regulatory obligations or customer claims may extend well beyond shipment.
7. Review change control and repeat-order consistency
A supplier can perform well during qualification and still create risk later through uncontrolled changes. Cost reduction, component shortages, new subcontractors, tooling wear, factory relocation and engineering revisions can all alter the approved product.
Define the baseline clearly. Depending on the product, this may include an approved specification, signed sample, golden sample, approved bill of materials, component list, drawings, artwork, test requirements and packaging standard.
Then require the supplier to notify the buyer before changing defined critical elements. The contract or purchase specification should state which changes require written approval and what supporting evidence is needed.
For repeat orders, inspection should compare current production with the approved baseline rather than only checking general workmanship. This is especially important when visible appearance can remain similar while internal components or materials change.
8. Assess delivery capability with evidence
Delivery performance is part of supplier quality because a technically acceptable product delivered too late can still fail the buyer’s business need.
Ask how the supplier plans production, manages material availability and controls order changes. Review whether quoted lead time includes material procurement, tooling, pilot production, testing, inspection, packing and peak-season constraints.
For new suppliers, request a milestone plan for the first order. Useful milestones can include drawing approval, material readiness, tooling completion, pre-production sample, mass-production start, in-process inspection, final inspection and cargo-ready date.
For established suppliers, track actual performance against promised dates. Repeated explanations such as “material delay,” “factory busy” or “shipping problem” should be broken into specific causes so that corrective action can target the real failure point.
9. Evaluate communication and after-sales response as operational evidence
Fast sales replies are helpful, but supplier responsiveness should be tested when information is difficult or a problem occurs.
During qualification, note whether the supplier answers technical questions directly, distinguishes confirmed facts from estimates, provides requested evidence and escalates issues to engineering or quality staff when appropriate.
Ask how complaints are handled, who owns corrective action and what response time is expected. If possible, review a redacted example of a previous corrective-action process. The objective is not to expose another customer’s confidential information, but to understand whether the supplier has a repeatable method for investigating and preventing recurrence.
For international buyers, also check language capability and document control. Misunderstandings often arise not because the factory lacks technical ability, but because commercial, engineering and production teams work from different versions of requirements.
10. Use a scored supplier-evaluation matrix carefully
A structured scorecard can make supplier comparisons more consistent, but numbers can create false precision. A supplier scoring 82 versus 79 is not automatically better if the critical risks sit in different categories.
Build the matrix around the order’s risk. Possible evaluation dimensions include identity and ownership clarity, manufacturing capability, quality controls, subcontractor management, traceability, change control, delivery capability, engineering support, communication and relevant compliance evidence.
Assign minimum thresholds to critical categories rather than relying only on a total score. For example, a supplier should not compensate for weak product-safety controls simply by scoring highly on price, communication or capacity.
Use evidence grades as well as numeric scores. Mark whether an item is verified, supported by supplier evidence, pending, inconsistent or not applicable. This makes it easier to distinguish a proven capability from an unanswered questionnaire item.
Finally, document who performed the evaluation and when. Supplier capability changes, so an assessment should have an effective date and a trigger for re-evaluation after major changes, serious quality incidents, ownership changes or prolonged inactivity.
A practical buyer verification checklist
When using GB/T 30698-2026 as a reference point for stronger supplier due diligence, overseas buyers can verify the following:
- The contracting company and production enterprise are clearly identified.
- Official or reliable records support the supplier’s legal identity and current operating status.
- The actual factory location is known and matches the proposed production arrangement.
- Manufacturing capability is demonstrated for the exact product family and process.
- Capacity claims are supported by realistic equipment, shift and workload assumptions.
- Incoming, in-process and final quality controls are documented and operating.
- Inspection and test equipment relevant to the product is controlled and calibrated where necessary.
- Critical materials, components and subcontracted processes are identified.
- External suppliers and processors are subject to defined approval and monitoring controls.
- Batch, material or component traceability is appropriate to the product risk.
- Important quality and production records are retained for an appropriate period.
- An approved product baseline exists for mass production and repeat orders.
- Changes to critical components, materials, processes, tooling or production site require notification and approval.
- Lead-time assumptions are supported by a production and material plan.
- Quality complaints and corrective actions have clear ownership and documented closure.
- Relevant regulatory, certification and destination-market requirements are checked separately from this recommended supplier-evaluation standard.
What buyers should not infer from GB/T 30698-2026
The standard should not be used as a shortcut for conclusions it does not establish by itself.
First, it is not a universal government certificate proving that a supplier is safe, financially sound or suitable for every buyer. Second, its recommended status does not mean every manufacturer in China is legally required to undergo an assessment under it. Third, a platform badge or supplier claim referencing the standard does not remove the need to verify the underlying evidence.
Fourth, the standard does not replace product-specific compliance. A manufacturer may perform well in a supplier evaluation while the ordered product still requires separate testing, certification, labeling, licensing or destination-market compliance.
Finally, no general supplier score eliminates order-specific risk. Buyers still need to evaluate the actual product, quantity, specification, tooling, materials, delivery date and commercial terms involved in the purchase.

The strongest supplier decision is rarely based on one certificate, one platform rating or one factory tour. It is based on a coherent body of evidence that answers a practical question: can this supplier reliably produce the product we actually intend to buy, under controlled conditions, and continue doing so after the first successful order?
